Social protection of population in Kyiv-Svyatoshinsky district.

The level of social protection of individuals and local community residents in general, is a true indicator of living standards, a measurement and evaluation of work of local authorities and local governments. Targeted social activities should be aimed at creating of conditions for development and optimal functioning of social relations, full opening of creative potential of people, their essential forces, achieving of social harmony and stability.

Development of social infrastructure, provision of social services of appropriate quality, provision of personal protection and assistance to incapacitated and needy people, solving of social problems, caused by natural disasters, difficult circumstances or unexpected inadequate behavior of person is the main content of the system of social protection Kyiv-Svyatoshinsky district.

Among 155.4 thousand of inhabitants of Kyiv-Sviatoshynsky area 58 thousand, according to current law, are related to privileged population, they are: war veterans, people with disabilities, people with low incomes and many other categories of people who need government attention and support. 47,207 residents have the status of affected by the Chernobyl disaster. Fact is that 8 towns of the district (Boyarka, Buzova, Gorenka, Dmitrovka, Kruglik, Milla, Myrotske, Shpitki) assigned to the zone of enhanced radiological control.

During the 2011 Department of Labor and Social Welfare (Head – S.P. Chertok) was conducted the following work on social protection of these categories of people:

  1.  Was given the state social assistance and compensation to 10,605 people for a total sum of 39 384.7 thousand UAH.
  2.  Were provided subsidies for housing-communal services, purchasing of liquefied gas and solid household fuel for 2,215 families, in total sum of 1 792.1 thousand UAH.
  3. 55 604 persons received benefits for housing -communal services, communication services and transport services for a total sum of 15 962.7 thousand UAH.
  4.  Were provided compensations, allowances, benefits from the consequences of the Chernobyl accident for 22 738 citizens in the total amount of 10 487.5 thousand UAH.
  5.  Was provided assistance for social-vulnerable categories of people on the program "Care" - 300.3 thousand UAH.

The implementation of content of the program is to create a complex of organizational, legal, material and financial measures to support socially-disadvantaged residents of the area and to prevent social tensions in the community that may be caused by property, racial, cultural, religious or social inequality.
