On February 10, 2012 launched nationwide contest "Best Civil Servant"
This year's competition for the title of the best civil servant is celebrating its anniversary. It all started five years ago for implementation of the decision of the Cabinet of Ministers of Ukraine from September 19, 2007 № 1152 "On the annual All-Ukrainian competition" Best civil servant".
The competition aims to increase professionalism, transparency, institutional capacity of public service, enhance its authority by generalization of working experience of the best public servants.
The competition aims to promote human resources of public service, development of continuous professional development through self-education of officials. The competition is held in three stages.
I stage at the local level in March-April.
By the disposal of the Head of Kyiv-Svyatoshinskoy Regional State Administration from 16.03.2012 № 271was established Organizing Committee on holding first round of the competition, were approved regulations on the organizing committee of the contest in the office of district administration and departments and was approved an action plan. To 01.04.2012 runs receiving and reviewing of documents from public servants who wish to participate in the competition.

During 8 months contestants will test their level of professionalism through the interview, the protection of creative work, presenting presentations, participation in a business game, solving of complex problems of management decisions. Overall in the competition since its launch raised the qualification 37,799 civil servants from central and local executive bodies of other state agencies (14% of the total amount):
2008 - 5816 persons;
2009 - 9118 persons;
2010 - 12,250 persons;
2011 - 10,615 persons.

That's why every year is held Ukrainian competition "Best civil servant", launched in 2008 to enhance professionalism, transparency, institutional capacity of public service, strengthening of its authority by generalization of working experience of the best public servants. The main objectives of the Competition are: identification and promotion of professional officials, highly skilled professionals, especially the young, to work in the central and local executive authorities, improvement of administrative services to citizens, formation in civil servants of respect to their profession, the basic principles of state service.
The competition aims to promote human resources of public service in the development of continuous training of officials. An important mission of professional competition is also a revival of trust and uphold the authority of the civil service in society. The contest, is built on the principles of transparency, is an effective and efficient way to determine the best public servants at all levels of government.
Competition in its nature is one of the main stages of support career of civil servant, gives ample opportunity for individual training and development.
Thanks to competition in state authorities gradually created a special system of self - complete training, which annually takes 8 months (from March to October), whereas self-education of participants, and participation in planned training activities supplied by the Competition.
Features of the All-Ukrainian competition "Best civil servant" in 2011

2007 № 1152 "On the annual All-Ukrainian competition" Best civil servant "in order to increase professionalism, transparency, institutional capacity of public service, enhancing of its authority through the generalization of working experience of the best civil servants, by national state service of Ukraine was carried out the work to organize the contest in 2011 on local, regional and national levels.
In 2011 competition was held in the context of assignments of President of Ukraine to implement the National Action Plan for 2011 to implement the program of economic reforms for 2010-2014 "Prosperous society, competitive economy, effective state" and the introduction of new anti-corruption legislation in the public service system.
By the NSS of Ukraine was carried out the appropriate methodological and consultative work on the training of civil servants in 2011 in the frames of the Competition:
- By the order from November 12, 2010 № 286; approved relevant guidelines;
- By the order from December 9, 2010 № 286 approved the regulations on the monitoring of professional development of winners and nominees.

On behalf of NSS of Ukraine, National Academy of Public Administration of Ukraine introduced amendments to the comprehensive program, considering the strengthening of the studying of new entrants' anti-corruption legislation, regional centers of retraining and skills of public authorities, local governments, state enterprises, institutions and organizations to Scoreboards of state officials (hereinafter - ЦППК) includes short-term program of seminars training of civil servant, considering changes, made in the Complex program.
According to the plans of the contest in the local executive authorities in 2011 were created 810 committees for the organizing of the First Round, which is 100 more than the organizing committees in 2010 (710), including: 284 - in devices and departments of the Council of Ministers of Crimea, Verkhovna Rada of Crimea region, Kyiv and Sevastopol city state administrations, which is 87 more than the organizing committees in 2010 (197), 526- district state administrations -13 organizing committees more than in 2010 (513).
Total number of organizing committees for the First Round of Competition in devices and departments of ministries, central bodies of executive power is 146, which is 95 less than organizing committees in 2010 (241), of which 28 - in devices, which is 20 less than in the organizing committees 2010, (48), in 118 business units and local authorities - to 75 organizing committees less than in 2010 (193). Total number of participants and competitions in local bodies of executive power was 7622 individuals (2010 - 7651), including 6,022 members in administrations there (2010 - 6256), 1600 - in Administration (2010 - 1395).
In devices and departments of ministries and central authorities, other government agencies, in the first round were 1768 persons, almost 2 times less than in 2010 (3,413 people), including 123 participants in the system (2010 - 181), 1645 in the structural units of ministries and central authorities (2010 - 3232).
These figures are caused by process optimization system of central executive bodies.
II round of the contest was held from May to June.
To organize the second round of the Competition , by the order of GSS from 13.04.11 № 100, approved the membership of the Organizing Committee for the II Round of Competition in Ukraine's regions, which were posted on the official website of the GSS, the banner "All-Ukrainian competition" Best civil servant ".
Education of participants of the II round of competition between public servants of local authorities was based on provincial and regional ЦППК in accordance with the approved plans- schedules.
Organization of cycle of short seminars was before he II round of the competition.

As a result of the second round, all participants received certificates of training, before entering training programs before the third round, by regional organizing committees were recommended 105 state officials, who confirmed the best knowledge in the second round of competition.
Celebration of winners took place in celebration of Public Service Day, which made it possible to strengthen the professional component of the contest.
The winners and laureates of the second round of competition in the regions were awarded with diplomas, thanked governors, valuable gifts, cash rewards.
By the second round of the competition organizing committees selected 33 state employees, which is 20 persons less than in 2010 (53 persons) including:
- In the category "Best Manager" - 13 people;
- In the category "Best Specialist" - 20 people.
Education of participants of the second round of competition between public servants were in the Research-Training Institute of Regional Administration and Local Government Academy of municipal government within a short seminar "Civil Service: Legal style and working methods in terms of administrative reform." The participants of the second round of the competition were awarded by certificates of training.
As a result of the second round of competition among public servants, Organizing Committee recommended 8 participants to undergo training programs of the III Round.
III round of the contest took place from September to October.
For the training of civil servants as part of the third round, held from 17 to 21 October 2011, the Organizing Committee for the Third Round of Competition approved program of short-term seminar: "Public service - legal style and working methods in terms of the economic reforms in the context of new anti-corruption legislation".
Education of civil servants in the framework of the Third Round of the Competition took place at the Institute of Higher Education of guidelines of the National Academy of Public Administration of Ukraine.
During September 2011 by independent experts of the National Academy of Public Administration of Ukraine was carried out a preliminary assessment of the creative works of participants of the final (third) round of the Competition.
Of the 98 participants admitted by Organizing Committee to participate in the third round of the Competition within it increased qualification 91civil servants of local and central authorities (2010 - 94) of them in the category "Best Manager" - 50 people (2010 - 46 ) in the category "Best Specialist" - 41 person (2010 - 48).
During the first phase of the Third Round of Competition - protection of creative works, members of the organizing committee evaluated the contestants ability to choose and analyze problems, evaluate the changes that occur in the regions and the whole country, to apply the knowledge gained during and second rounds of competition in solving specific administrative tasks to prove practical recommendations to make statistics generalizations.
The second phase of the Third Round of Competition - a business game, which was held to develop skills of participants in making decisions in unusual situations. Business game was preceded by a master classes, "Selfmanagement of leaders," "Raising of professional competence the head ", "Selfmanagement of civil servant".
The final stage of the Third Round of Competition - presentation of participant, during which contestants described their professional activities, motivational orientation on her, achieved results of their work and its role in the overall results of the authority, have made their own suggestions for the improvement of the authority and its professional activities, emphasized their major proposals according to the policy in the civil service.
Comprehensive program of training of participants in the annual All-Ukrainian competition "Best civil servant" has recorded high current requirements for officials at all levels, the orientation of these requirements to European standards, healthy professional competition in public administrations, an appropriate level of administrative services.
For participants of the final round of the Competition was organized excursions to the Verkhovna Rada of Ukraine.

For the second round of competition NSS of Ukraine formed Organizing Committee for the contest at the regional level and among civil servants of ministries and other central executive authorities and public bodies. The Organizing Committee approves tasks for second round of the contest (the interviews on public administration, carry out practical tasks on the service of ethics and etiquette, preparation and implementation of public speaking in the framework of round table meetings on the subject, which communicated to the participants 15 days prior to its implementation) , criteria for their evaluation shall determine the selection of participants and winners of competitions at the regional level and among civil servants of ministries and other central executive authorities and public bodies.
