Foster family

The purpose of the formation of a foster family is providing proper conditions for growth in a family environment for orphans and children deprived of parental care by placing them in the family for education and cohabitation.

Foster family – a family or individual who is not married, who voluntarily for payment took for up brining and living together, from one to four orphans, or children deprived of parental care.

Foster parents - married couple or an individual who is not married, who took for the upbringing and cohabitation orphans and children deprived of parental care.

Foster children - are orphans and children deprived of parental care, who are taken by foster families.

Foster children are brought up in a foster family until the age of 18, and in the event of further education in vocational and higher educational institutions of I-IV level of accreditation - to 23 years or until their graduation from respective schools.

In case a formation of foster family, foster parents pay for taking foster children in their own residential areas with adequate sanitation and living conditions.

Foster children have privileges and state guarantees provided by law for orphans and children deprived of parental care.

List of documents for foster parents and up brining parents:

  • application (from the spouses is accepted a joint statement, signed by both spouses); 
  • a certificate about the incomes for the last six months or a copy of the income declaration duly certified;
  • document confirming ownership or use of residential premises, information about family members;
  • copy of marriage certificate (for those who are married);
  • certificate of completion of course of upbringing of orphans and children deprived of parental care, and the recommendation of the center of social services for families, children and youth to include candidates in a single database;
  • copy of passport;
  • conclusion on the status of health, made in the form as Annex 5; 
  • certificate from a psychiatrist and narcologist for persons living with the applicant;
  • certificate of criminal record provided for each applicant (Kyiv, str. Vladimir, 15);
  • written consent of all adult family members living with a person who wishes to take an orphan or child deprived of parental care for custody, care, create a foster family or in own living space - a children's home of family type, certified and written notarized or personally in the presence of an official who receives the documents, which is marked by a declaration indicating surname, name, signature of official and date.

The term of the documents mentioned in this paragraph is twelve months from the date of issuance.
