Family and youth in the Kyiv-Svyatoshinsky district

Much work is done in the area of social protection of families, orphans and children deprived of parental care. Number of orphans and children deprived of parental care, who are initially registered in the service for children - 216 people.

At present in the area is 3 adoptive families and 2 homes of family type, which bring up 17 children.

In the first half of 2011 by the decision of Kyiv-Svyatoshinsky district Court were adopted 27 children, among them 11 children – by citizens of Ukraine (3 children from our area) and 16 children – by foreigners (2 children from our area).

In the primary accounting of services for children there are 150 orphans and children deprived of parental care who are under guardianship, curatorship. Since early 2011, 20 children were placed under the guardianship.

With the purpose of solution of questions of care, guardianship of children, placement and protection of orphans and children deprived of parental care in the state administration operates Committee on Child Protection.

Since the beginning of 2011, were held 9 meetings of Commission of Child Protection in Kyiv-Svyatoshinsky district administration, which considered 167 matters.

For six months of 2011 were held 2 meetings of Council on Child Protection in Kyiv-Svyatoshinsky district administration, which considered the issue of improving the situation of children in the area, of training and education, "On the status of prevention of negative manifestations in children's environment and ways of elimination. At the local television broadcast videos and films, "Children, who are found", "Where grow small lilies," "Positive Children."

As of 01.07.2011 on the care records in the service of the State Administration for Children there are 76 minors who find themselves in difficult circumstances.

Since the beginning of 2011:

- for failure of parental responsibilities of raising of children by the article 184 of the Code of Ukraine on administrative offenses were prosecuted 32 parents, notified – 75.

In the first half of 2011 were given 7 complaints to Kyiv-Svyatoshynsky District Court, including:

- Deprivation of parental rights - 4 (relative to 7 children);

- The missing - 1 (relative to 1 child);

- The protection of housing and property rights - 2 (relative to 2 children). Since early 2011, 5 children in difficult circumstances, in accordance with Commission Decision on child protection in Kyiv-Svyatoshinsky district and by disposition of the head of district administration, returned to the biological family ( Boyarka (2children.), Vyshneve (1 child), Bilogorodka (2 children)). Currently, these families are under social accompaniment.

To ensure the timely detection and control of families who are unable or unwilling to perform educational functions or services for children with criminal police, the district center of Social Services for Family, Children and Youth, Department of Labor and Social Welfare conducted raids "Healthy life ", "Street Children ".

In the district became traditional thematic raids "Street", "Train," "Teen," "Vacation" with employees of Vyshevy and Boyarsky municipal executive committees, the criminal Police on Child Affairs, community groups "Boyar guard" and "Delta" Settlements area: Boyarka, Vyshneve, Tarasivka, Chabany, Novosilky, Lisnyky, Hodosivka to limit attendance of children at evening and night hours of playing halls, dance clubs, computer clubs, recreational facilities and other public places.

Is controlled the sale of alcoholic beverages and tobacco to minors in gaming establishments.

From the beginning of 2011 studied the educational work on prevention of crimes and negative manifestations among students and were conducted "Round tables" in 4 schools of the district.

In order to prevent crimes and negative manifestations among school-aged children, children take part in circles and sections of interest in 4 out-of-schools organizations.

It has become a tradition to held district game brain-ring "The teenager and Law." This year 18 teams of regional educational institutions participated in the game. The winner was the team of Boyar secondary school №3, it will defend the honor of our district, in regional game brain-ring "The teenager and Law" in the autumn.

On March 30, 2011 was held a combined meeting of the Coordinating of Council of Child Protection and Coordination Council on combating the drugs in Kyiv-Svyatoshinsky district administration, which considered the question of the order of inter-agency cooperation on implementation of social work and social and legal protection of children and families with children who find themselves in difficult circumstances in Kyiv-Svyatoshinsky district.

Were conducted interviews on improving of efficiency of care at all levels relating to the protection of child rights, with the participation of deputy heads of executive committees, heads of boards of trustees and directors of schools and precinct inspectors, chief physicians of medical institutions, heads of the permanent parliamentary commissions of education, youth and sports, health, labor and social security, culture and spirituality.

31 of May 2011 on board of State Administration considered the issue "On the interagency cooperation on the implementation of social work and social and legal protection of orphans and children deprived of parental care and children in difficult circumstances." In this issue was signed authorization by the head of district administration from June 3, 2011 № 30-1.

To improve the legal culture of vulnerable children, to develop their artistic and athletic abilities in the area every year hold different competitions, festivals, exhibitions and festivals. Winners receive a monthly stipend of the head of district administration.

Since the beginning of 2011 in an area was held:

- Final regional festival of talented children "Svyatoshyn - 2011";

- The festival-contest "Youth chooses health". The festival program also included exhibition of photographic and posters;

- Festive concert were held on March 8, Mother's Day and the Day of family;

- Regional local historical expedition "History of Kyiv defense";

- Evenings memory "Nobody, nothing is forgotten";

- Measures to the International Children's Day, "Dreamland", "Children for a happy childhood", "The world in which children dream to live," "Never be the end of happiness of a child", "Musical colors" sports "Merry starts", etc. Today in Kyiv-Svyatoshinsky district live near 46.2 thousand young people who constitute 30.2% of residents. Young people as social and demographic group characterized not only by special age- needs, but also by specific social formation and a special place in the structure of the reproduction of society. That is the situation of youth, its place in the socio-political and socio-economic relations - an important indicator of humanitarian-oriented development of the area.

On the implementing of the tasks of development of situation of youth in the region was adopted a program of supporting and development of young people of Kyiv-Svyatoshynsky area "Youth" in 2009 - 2014 years.

The program implement tasks of development of social partnership between government agencies and youth, children, community organizations, conferences, round tables, seminars, powers of implementing the objectives of youth policy are delegated by the youth and children's organizations.

In order to identify and involve leaders of youth and children's organizations in the area was created a database of youth leaders and activists, children's organizations, student governments. Regularly for this group of young people are conducted training, conferences and seminars. In the area at the center of social services for families, children and youth works "School of volunteer."

To identify and support children and youth initiatives in the area holds an annual review-competition program of projects developed by youth and children's organizations.

Typically based on the propositions of youth and children's organizations in the area offers regularly informational and educational, cultural, artistic, sporting actions, measures to prevent negative effects among young people and a healthy lifestyle. Thus, became traditional such actions "Youth chooses health”, competition of creative works,"I choose health ", regional and search expedition through the 1st line of defense of Kyiv, historical and ethnographic expedition "Treasures of the homeland", an annual festival" Youth Against AIDS "campaign, "Lungs - the territory of life”, Youth Day, student Day and more.

To implement the objectives of the program, the Department of Family, Youth and Sports of Kyiv-Svyatoshinsky RDA conducted extensive work on the interaction with Kyiv-Svyatoshynsky center of social and psychological rehabilitation, NGO "Center of Community Development" and several other NGOs. Thus, in 2001 were organized and held:

- Public hearing "Social partnership as key for development of areas affected by Chernobyl» 14.04.2011;

- Round table on environmental subjects "Primrose" with "Environmental patrol" 20.04.2011;

- Report-electoral conference "Yunisfera" 10.02.2011;

- Training seminar of "Yunisfera» «Children for the clean city" 05.10. 2011;

- Working meeting on the project "Safe behavior" together with representatives of the Department of Education of Kyiv-Svyatoshinsky district administration, 13 of October 2011;

- A series of workshops in cooperation with NGO "Youth Platform";

- Together with the NGO "Chernobyl Bells of Kyiv-Svyatoshynsky area" annual "Christmas Meeting" for children - invalids of Chernobyl 11.01.2011;

- Opening of exhibition of works by artists-members of organizations of disabled people "Ark", "Chernobyl Bells of Kyiv-Svyatoshynsky area" and others. 19.04.2011;

- Annual meeting "Tea ceremony of Chernobyl" with liquidators of the Chernobyl accident - Chernobyl members of NGOs on the theme "To the future with optimism" 19.04.2011;

- Presentation of the novel "The Chernobyl comedy" of writer-liquidator Sergei Mirnyi 19.04.2011.

Thus, Kyiv-Svyatoshinsky district provides a comprehensive approach to create an enabling social, economic, financial and organizational conditions for the life, self-determination and self-realization of young people, solving of their current problems.
